Shadow Justice

For most humans, there is the Justice League. For Shadow users, there is the Shadow Court. Someone's been playing Shadow Games in Starling City, resulting in death and insanity. The Shadow Court sends its Regent to investigate. The Justice League have no knowledge of the Court's existence, until they catch Kaiba in the act of dispelling a Shadow Game and enacting a Penalty Game.
