Kiyomi is given a chance to judge criminals for Light. Doing so, Ryuk comes back to her a second time around. Remembering her childhood as Kira. Before Ryuk goes back, and drops Shidoh's Death Note. Based off my assumption of as to why she would do it, for Light.
