Okay, as a New York City native Peter knows that the whole alligators in the sewer thing is supposed to be nothing more than a myth. So when he meets four mutated turtles that happen to be ninjas and love pizza and were raised by an equally mutated rat that has this whole old wise sensei vibe to him, he was sure that said myth was promptly proven true. And did he mention ninjas?
