Frank is working as an officer for the Bayport PD, while Joe has moved to California, giving up detective work after the near disastrous events of their last case. But then he is attacked by a member of Black Rose and learns that the organization has assassins hunting the Hardys. The detectives struggle to put their pasts behind them to work on a case that will devastate them.
