Spies of Cybus

In which the Tenth Doctor meets Jean-Francois Mercier. And some Cybermen. What do the Cybermen want with Mercier and the Doctor, and why does it require NOT upgrading them? And can the Doctor figure out why Mercier is, as his sister phrases it, "not acting like himself," and put a stop to the Cybermen's plans before it's too late?
