After Cobra Island is recognized as a sovereign nation, their petition to join the Olympic Games is approved. GI Joe must come up with a plan to monitor Cobra at the next Summer Olympic Games. Psyche Out becomes a central figure in the mission. He only hoped that he was up for the job.
