In the summer after Harry's 6th year, Voldemort has quietly taken the government. With Dumbledore dead and the Order in shambles, Voldemort captures Harry, and after torturing him, He recognizes Harry as a seventh, albeit unintended, Horcrux. The story starts after his discovery.
