Forgotten Halloween themed HP fic

It's Halloween and everyone is out for some candy. All except Harry, who can't go because he isn't permitted. Thanks to fate, he learns that the rule to have a permit has been wavered, he joins Hermione and Ron trick or treating with a costume made from magic.
