The Rebellion may be over but civil unrest is rampant. Rebellion radicals are sweeping the ravaged Panem looking for Capitol Citizens they feel should be held responsible for a hundred years of fear and oppression. After the successful takeover of the capitol, Gale tries to settle down in District 8, he finds unlikely friends in a Capitol refugee and a peacekeeper's daughter.
