When 2 parties can't see eye to eye, & an agreement was out of their reach, they'd come to The Hokage, the job wasn't easy, but it had to be done. Konoha has been in a rough ground economically lately. And for the sake of her village, Tsunade accepted the proposition of doing this part of her job on TV.
