Fate is never fair. Ruby Rose initially believed that her mother's ideals are something favored by fate, and by extension, her. Unfortunately, fate only favored the few. and it doesn't favor the young Ruby Rose. Graduated from Beacon and without aim, she followed the headmaster's suggestion of joining the Index Office. She would later thank him for the rest of her life.
