The Jedi Council doesn't approve of Obi-Wan Kenobi training Anakin Skywalker? Well, too bad. He's going to train him anyway. Like Qui-Gon once said: He'll do what he must. Or - Obi-Wan stands up to the Council and kinda goes rogue, Anakin is trained more kindly, and Shmi gets saved. Palpatine needs anger management because it ends up spoiling everything.
