Time Travel is tricky business. You need training and practice and years of dedication to the craft before being trusted with such a monumental responsibility. When you have none of those things, however, you can always try calling the Doctor, as he seems pretty good at this stuff. So that's exactly what Hogwarts does, and that's how he finds himself babysitting Hermione Granger.
