Summary
Post-Avengers. Loki, stripped of his powers, has been sent back to Earth for punishment at the hands of the people he hurt. But Steve has seen enough suffering and convinces Director Fury that there's another way for Loki to atone for his crimes. It doesn't take him long to realize that making Loki remorseful is a bigger job than he could have possibly anticipated. ONESHOT
