After Hillwood has become a crime-ridden cesspool in his absence, Arnold returns from San Lorenzo to take his city back after his 5 years away, becoming a hero known as The Green Eye. Curly, finally losing his remaining sanity, finds a new identity as The Freak, intent on killing Arnold. Rated T for violence, mild language, and sexuality.
