With extreme under-staffing levels at Hogwarts, staff have to resort to drastic measures to cover the workload. But the cumulative effect is fairly dire. (Thanks to Whitehound for drawing my attention to the level of overwork - I had assumed Hogwarts probably had around 300 pupils rather than about 600, as J. K. Rowling has stated.)
