Penitence

All students in attendance of Hogwarts School of Witchcraft and Wizardry during the years 1990 to 1998 shall henceforth be subjected to an exchange program to ensure the tolerance of magical blood. Each student shall endure a one month stay in the hosting family's homes to develop an understanding between worlds.
