In the world of Pokémon, there are clans that are favored by Legendaries. The dragon clan of Johto is an example. Ash finds out about her father, and her connection to Lugia and the three birds. But, she isn't just favored by Lugia. She is favored by many Legendaries, those who she helped on her journey.
