They were terrorists and they ignored her cries for help when she had needed them the most. After he falls into one of her traps as the Green Arrow, Oliver is taken to Lexi Finn a 24 year old girl with a grudge against his team and working for Lex Luthor. She then hands him over to Lex and the deed is done. Afterwords, she feels guilty.
