Summary
The year is 1983 and Hong Kong has finally been promoted from a Crown Colony, to a Dependant territory, meaning that England has to let him come to a meeting. This is a kind of prologue to my HongIce fic ( /s/9639829/1/Teenage-Dream ) , but much before the time it was based. This is a one-shot and can stand alone just fine as well!
