An eevee adapts according to it's environment. So when one is raised in a loving environment, it evolves into a sylveon because love is just that powerful. Paul always thought that an eevee just evolved to environments to suit its needs, so at first, the new evolution is useless. But, due to tragic events, he learns it can be powerful.
