How many children were there on Gallifrey at the end of the Time War? The Doctor didn't know when he was asked by the Moment, but she assured him, "One day, you'll count them. One terrible night." The Tenth Doctor rattles off the number when it gets brought up, so it had to have been either Nine or Ten who figured it out. This is what I think the circumstances might have been like.
