Summary
This story begins just before the Quarter Quell in Catching Fire and continues through and beyond Mockingjay. It is drawn from both the movie Mockingjay and the events of the books, and it is about how Effie came to be included in the plan to make Katniss the Mockingjay and how her relationships with everyone grew throughout and after this time. There is definite Hayffie involved.
