We all know the Enclave managed to find the FEV in the ruins of the Mariposa Base. But what if the destruction of the base was more complete than it was in canon, and the Enclave couldn't retrieve any of the virus? Well, if you're the Enclave, you turn to Plan B...or should that be, Plan Z? One-shot, for now.
