Utopia has become the newest Ministry project. To predict the outcome of allowing orphaned witches and wizards to be adopted by any kind of wizarding family in the United Kingdom, Madam Millicent Bagnold has decided to put a few chosen minors under the care of the assigned Hogwarts' staff. All that is left to know is if it will work.
