Judgement: Arceus' Bad Idea

What if Arceus decided to live among humans, in a humanoid form? What if someone caught her? And what if I never got much farther than that, actually? This is an incomplete story idea which really just plays with a couple characters I made and dead-ends after some really good ideas turned into pudding.
