Lotus Eater's Addiction

A mysterious shipment arrived in Gotham harbour, where a crime group from D.C took a job in "procuring" said shipment for their mysterious boss. But all went up in smokes when suddenly the dark knight himself came to stop them. Too bad for Batman the crime group came with an extra guard and her name is Cheetah. What is she doing in Gotham? What are in those crates? And why to D.C?
