It was common knowledge to behave on May 2nd or around that day. All the Potter/Weasley children knew about the day and typically they would ran towards their oldest cousin until one year Teddy didn't know what to do. He felt lost within his own body and adoptive family. It was up to the Potters/Weasley to show Teddy that he was family.
