The War was doomed from the beginning. That's why they had a backup plan. If captured, they were all to use a portkey which would take them to a location. Anybody was to know the specific location of each others portkeys. They haven't seen a familiar face in years, on the run and too afraid to return to England. The new Regime keeps track of them, that's how they ll find everyone.
