Dawn was created exactly at 0:00:01 on January 1st, 2000 making her the Spirit of the 3rd Millenium. And on her 19th birthday Fate comes along and sets her on path that will span a thousand years with all the powers that comes with it. So as not live her life alone, she requests that Buffy be allowed to spend it with her.
