Everyone Can See It

Penny and Ruby are very clearly in love, and the fact that neither of them know it is killing Weiss. Penny still doesn't really get how humans work, but she can see that underneath all the bickering Ruby and Weiss have feelings far beyond friendship. Ruby isn't good with people, but she doesn't need to be to see that Weiss and Penny are meant for each other.
