The omegas of the citadel tower are used as symbols of political power by the holy empire, forced to live their lives within the confines of a gilded cage. They are only allowed to leave the tower to find suitable Alphas before they are required to return. Akaashi isn't certain if he can choose another Alpha again, not after losing the last one.
