Tom Riddle had many spies before his untimely demise. If discovered, their identities would be absolutely shocking. After all, he was a very charismatic man who seemed to be on the verge of toppling the Wizarding world as they knew it. It was joining him or death. Despite what Dumbledore claims, death wasn't something they were quite willing to accept. They chose survival.
