Your typical Umbridge out to get Harry finds the books and has to read them out loud to Hogwarts. Though in this case if they don't they will never be allowed out of the castle. And only Tonks, Shaklebolt, Fudge, Percy, and Lupin are the extra characters here. The other's didn't have logical reasons to be there so I couldn't put them in.
