The Dursleys who didn't like Harry under their roof anymore took matters in their own hands. So when Harry came back to his relatives after his fourth Vernon decided to sell him, not knowing that by doing so Harry would meet the closest thing to a sibiling he'd ever have and that Dumbeldore would loose his favored pawn.
