Uraraka's fight with Bakugou at the Sports Festival changed her outlook on becoming a hero and showed her that she needed to diversify her training — but in order to focus herself and get stronger she realises she needs the help of the only person in school who's not afraid to push her to her limit. Bakugou has his own reasons for agreeing to the arrangement.

It's been years since Bakugou and Uraraka have had a substantial conversation — in fact he's sure they haven't had one since graduation — which is why he's surprised when his agency suggests they stage a relationship to bolster their public image. He's even more surprised when Uraraka agrees.
