Instead of submitting meekly to Umbridge, Harry and the DA arrest her and take her for trial before the Wizengamot. Dumbledore has also had enough, and with his backing and the DA ready to rise in open rebellion, the Wizengamot decides that an actual fair trial and a verdict based on the evidence is the prudent course.
