Crack played straight. Sebastian is badly injured and needs to gain strength before he can return, to do that he must incubate, rest, and regain energy. In the meantime Grell and Ciel (age 16 almost 17) find that everyone around them has lost their mind, apparently. Angels, Demons, and Reapers are a pain in the bum for them as well.
