Garak has always been willing to take extreme measures for the fulfillment of his goals, and it seems O'Brien has inadvertently become a constituent of his latest scheme. Rated T because of violence. Nothing exceptionally graphic, but I want to be on the safe side. "O'Brien must suffer."
