Unification

After the War, Katniss is asked to return to the Capitol to help promote "Unification," a movement by the new Capitol to do away with the designation of "district" and make Panem whole again. After much reflection with Haymitch, Katniss realizes Unification is much harder to achieve than the Capitol would like to believe.
